Responsible for the valuation of all real estate and personal properties as well as the new construction activity in Sandwich; helps with real estate information; coordinates activities between public and other departments (state and local) for abutter lists, mapping, etc .; takes care of reductions and changes in excise duties for cars and boats; and maintains all legal information on real estate.

Responsible for the inspection of food plants / food protection and hygiene; Rental Housing / Sanitary Housing Act; Swimming pool. Investigates health / environmental complaints; monitors water quality in leisure time; monitors the location of private wells, the analysis of water quality, title 5 and the review of the location; conducts, reports and controls environmental health assessments on communicable diseases; oversees the Mass Estuaries Program and the Ponds Stewardship Program; coordinates the program of the emergency delivery point; and administers the control and licensing of alcohol and tobacco.

Plans, coordinates, and provides services to residents aged 60 and over and limited services to residents under 60; educates the community and the public about the needs of sandwich seniors, including health, legal, financial, and health insurance; offers social programs and activities with volunteer opportunities for all ages; provides transportation via the COA vans and volunteers; conducts public relations (social work), some case management and support programs; and develops programs in response to community needs, operates a gas station for all ages, and supports financial programs.

24 hour services include emergency medical services, fire fighting, evacuation of emergency water and gas leak tracking. This 18-hole championship golf course is open to the public. Includes a driving range, two putting greens, a full-service golf shop and club rentals. a bar and grill function for meetings, weddings, parties and golf excursions; and resident and non-resident fee programs for daily and annual gaming.

Directs recruiting and hiring activities for job vacancies within the city, with the exception of the Schools Department and City Library; oversees the administration of compensation and classification policies and practices in accordance with collective agreements, city statutes, and federal and state laws; assists the city administrator's office in the preparation and negotiation of union agreements and in solving and resolving problems, complaints, arbitration and disputes related to industrial relations. Also handles all employee claims for damages for the city, including the public safety departments and the school department. Helps with the organization of various safety-related training courses for employees in order to prevent injuries and to keep claims low.
